When Plano requires an irrigation permit
A permit is required for lawn irrigation systems installed after 1 January 2009 — the date the state irrigation rules took effect. "Irrigation systems" appears on the City's permit-required list, and the Miscellaneous Simple Permit Application carries an Irrigation checkbox.
That date is the first thing to establish about any Plano sprinkler system, and it is why this page's verdict is what it is rather than something harsher. A system installed in 1996 was never inside the permit requirement, so its absence from a record is not a gap but the expected state of affairs. Half of Plano's housing stock was built in the 1980s and 1990s — and a great many of those systems have been extended or partly replaced since, which is where the question becomes interesting again.
The City's published requirements also specify what submitted plans must show: the type of each controller and each sensor — rain, moisture, wind, flow or freeze. That means the file for a permitted system contains a description of what was intended, which is a different thing from a record of what passed.
Who may install one
An irrigation contractor must register with the City of Plano and hold a Texas State Irrigator's licence. Irrigation sits with electrical, mechanical and plumbing in the group of trades where registration required proof of a state licence and insurance — as distinct from the general contractor category covering concrete, demolition, fence, foundation, pool, roof and sign work, where Plano's handout specifies no state licence at all.
There is a published exception, and it is trade-specific. Plano's lawn irrigation requirements state that "a homeowner who is performing the work himself/herself, and if the property is his/her homestead, does not require a license." The City states the same kind of exception separately for re-roofing and for pool demolition, rather than as one global rule.
That homestead exception is distinct from the one written into the adopted residential code, which reads: "Homeowners may obtain permits to do work at their residence without being registered." One concerns the licence for this trade; the other concerns City registration generally. They sit in two documents and answer two questions.
The three-step sequence
Irrigation is one of the few residential permits where Plano publishes its inspection procedure rather than leaving it to the checklist issued with the permit. The published sequence has three steps, and they run strictly in order.
- Pre-irrigation (rough) inspection. The system must be installed in accordance with state guidelines with all components in place — and, distinctively, the ditches must remain open until the rough inspection has been made and approved by the City inspector. This is the only moment in the life of the system when anyone official sees the buried part of it.
- Backflow certification. The assembly must be tested and certified by a backflow assembly tester registered with the City of Plano Utility Operations Department, holding a TCEQ licence. The certification goes to Utility Operations, and the final cannot proceed until it has.
- Final inspection. Scheduled only after backflow approval, and the system must be cycled through all stations during the visit.
On the City's master list the finals appear as 630 PL FINAL-IRRIGATION and 670 PL IRRIGATION FINAL-RES. Notice the shape: a look at something about to be covered, a test by a third party filed with a different department, then a performance demonstration.
The 7:00 a.m. window
The final carries a procedure that appears nowhere else in Plano's published residential material. On the day of the inspection, the installer must call the Building Inspections Department between 7:00 and 7:30 a.m. to obtain a two-hour window.
It is worth pausing on why a city would publish something so specific. Almost every other residential inspection is of a static assembly: framing that is not going anywhere, a slab that will still be a slab at two in the afternoon. The inspector arrives, looks, records a result, and nobody needs to be present. An irrigation final is not that. The system has to run, every station has to cycle, and somebody has to be there with the water on. A two-hour window is what makes a live demonstration schedulable at all.
The window sits inside the City's general scheduling rules rather than replacing them — inspections requested are for the next business day, and requests placed after 5:00 p.m. may not make the following day's schedule. For a buyer reading a record years later the detail matters for one reason: it tells you what a passed irrigation final actually was. The backflow requirements, and who they were written for
The backflow rules are the substantive core of this permit, and they run on a different track from the rest of it. Plano's published requirements include:
- A reduced pressure (RP) assembly is mandatory if quick couplers or hose connections of any type are used.
- The device must be located not closer than three feet from the water meter.
- The assembly must be tested and certified by a tester registered with the City's Utility Operations Department.
- Annual testing thereafter, with test reports submitted to the backflow program administrator within ten calendar days of the test.
The governing instrument is Ordinance No. 2022-1-4, Plano's cross-connection control and backflow prevention program, adopted 10 January 2022. Residential fire sprinkler systems installed new or remodelled after 1 March 2014 carry an annual testing obligation of their own, with a double check assembly as the minimum.
A backflow preventer is not there to protect the house. It stops water sitting in a lawn system — in soil, in fertiliser, in whatever the yard contains — from being drawn backwards into the public main when pressure drops. Backflow prevention is a public-health requirement, not a property-condition one. The City's interest is the water main, the program lives with Utility Operations, and a current test is evidence that an assembly functioned on the day it was tested.
The one obligation that outlives the permit
Nearly everything else on this site ends at a final inspection. A roof permit closes and nobody returns; a changeout permit closes and nobody returns. After a final, no municipal system inspects a house again unless somebody pulls a new permit or files a complaint.
Backflow is the exception. The annual testing requirement recurs, it belongs to the assembly rather than the permit, and each test is documented with the program administrator within ten calendar days. That makes it the only element of the residential permit records examined on this site that is supposed to have a recent date on it.
The consequence for reading a record is a useful inversion. Most permit entries are historical by nature, and a buyer's task is to work out what an old date meant. Here, an old date is itself the finding. Those reports go to the program administrator through Utility Operations — a different department and a different record set from the building permit file.
What the record proves, and what it leaves open
A finaled irrigation permit supports a more substantive set of statements than most permits on this site. A licensed irrigator, or a homeowner on their own homestead, declared the installation. The buried portion was seen with the ditches open. A registered tester certified the backflow assembly and filed that certification with Utility Operations. And a City inspector stood in the yard while every station cycled — three different kinds of evidence, which is more than a single visual final delivers.
So why does this page carry a verdict of "record exists, proves little"? Because of what all three steps are silent on. Nothing addresses coverage — whether the zones reach what they were designed to reach, or a neighbour's driveway instead. Nothing addresses head condition or heads later replaced with mismatched ones. Nothing addresses controller programming, which changes every time somebody presses a button. Nothing addresses extensions added later without a permit. And nothing addresses whether the annual backflow test has been performed since the first one.
The permit records a competent installation at a moment. The system in the ground today is that installation plus fifteen years of soil movement, freeze cycles, lawnmowers and repairs — none of which the record has anything to say about.
What a private inspection covers, and when the record is missing
Under the Texas Standards of Practice, a landscape irrigation system is an optional system. It appears in 22 TAC §535.233 alongside pools and spas, outbuildings, private water wells and private sewage disposal systems. Optional means it is covered when client and inspector agree it will be, and its absence from a report is not an omission.
Even where included, the general limitations apply. An inspector is not required to inspect "anything buried, hidden, latent, or concealed" or "sub-surface drainage systems" — and an irrigation system is mostly buried pipe. Nor is the inspector required to determine "compliance with any code, listing, testing or protocol authority," which takes in the backflow rules entirely.
On a missing record, the proportionate response starts with the date rather than the gap. A system installed before 1 January 2009 was outside the permit requirement, so no record was ever created. For a later system, the absence means the buried portion was never seen open, the assembly was never certified into the City's program at installation, and nobody watched the zones cycle. It does not mean the system is defective.
The live question either way is the annual backflow test, because that obligation attaches to the assembly and not to the permit. Utility Operations administers the backflow program and its records; Building Inspections is the authority on the permit side.
