The permit, and the checklist Plano actually publishes
A standby generator requires a permit in Plano, and unusually, the city publishes what it will inspect. Most Plano permit types do not work that way — the Customer's Guide to the Building Permit Process states that a list of required inspections is provided with the permit when it is issued, so scope is normally defined by a document only the permit holder sees. Generators are one of the few where the city publishes the list in advance, in a document titled Residential Generator Permit Requirements & Checklist.
The submittals are two copies of the completed permit application, scaled drawings at 1 inch = 20 feet showing the generator location, and a site plan showing the house, garage, carport, patio cover, storage shed and the proposed generator location. Siting carries one hard rule: “the generator shall not be placed in an easement.” Homeowners are directed to check HOA deed restrictions, which the city does not administer.
And then the item that appears nowhere else in Plano's published residential permit material: a signed and dated letter from the owner stating the generator will be used in the event of an emergency only.
Six inspections, in the city's own order
Plano's checklist lists them:
- Gas test / gas wrap
- Final plumbing
- Underground electric
- Electrical torque release
- Electrical meter release
- Final electric
In plain terms: a gas test is a pressure test on the piping, and a gas wrap is the corrosion-protection wrap applied to gas pipe that will be buried or embedded — both have to happen while the pipe is still visible. Underground electric is the inspection of the conductors running between the house and the unit, made in the open trench before backfill. The meter release is the city's authorisation gate: Plano's guide states that on final trade approvals the city authorises utility releases for electricity and gas service connection. The electrical torque release is named on the checklist without being defined there, and this reference will not define it beyond what the city wrote.
The scale becomes clear by comparison. A residential HVAC changeout closes on a single inspection under a dedicated code, 490 ME FINAL HVAC CHANGEOUT-RES. A water heater replacement closes on one, 680 PL WATER HEATER FINAL. A composition-shingle re-roof gets one final, which the homeowner may certify away. A generator gets six, across two trades, and the master list also carries a dedicated 250 SN GENERATOR ELECTRIC entry.
Why the process is this heavy
Three things are happening at once, and each is regulated separately.
Gas. Plano treats gas piping as staged work rather than as a single final. Its published master code list carries four distinct gas inspections — 350 PL ROUGH GAS TEST, 320 PL GAS WRAP, 355 PL GAS WRAP/GAS TEST and 600 PL TOPOUT/GAS TEST. A generator on house gas adds a run of pipe and a new demand to a system sized for the appliances already on it, and the pressure test is the inspection the gas utility relies on before service is restored.
Electrical. Four of the six inspections are electrical. The unit is permanently wired, sits outdoors, and is fed by underground conductors — which is why one of those four happens in an open trench and cannot happen afterwards.
The switching. A standby generator is a second source of electricity in a house that is also connected to the utility. That is materially different from an appliance, and why the checklist requires an emergency shutdown device located outside the dwelling unit at a readily accessible location — someone standing outside has to be able to stop the machine. The handout cites 2020 NEC section 445.18(D); Plano is now on the 2023 NEC under Ordinance 2025-6-13, effective 1 August 2025, and the handout has not been refreshed. The requirement as published is current; the edition printed beside it is a cycle behind.
Two trades, both state-licensed
Plano's checklist is explicit about who has to be involved. An electrician is required for all non-portable generators. A plumber is required if the generator connects to the house gas lines.
Both are state-licensed trades, and the distinction matters more than it first appears. Electrical contractors must register with Plano annually and hold a current Texas State Master Electrical licence. Plumbing contractors register with the city at no charge but must hold a Texas State Plumbing licence — Texas licenses plumbers at state level, so the city's registration is a records step rather than a competency test. The adopted IRC R105.3 requires electrical, irrigation, mechanical and plumbing contractors to provide proof of state licence and insurance at registration.
Contrast the general contractor category — general, concrete, demolition, fence, foundation, pool, roofing and sign. Texas licenses none of them, and city registration is the only credential check there. A generator permit is one of the residential jobs with a state licence behind the work on both sides. Registration is enforceable: under R105.3 it may be suspended for failing to finalize permits, for allowing occupancy without required authorization, or for a lapsed licence, bond or insurance.
The owner's emergency-use letter
Nothing else in the Plano residential permit material reviewed for this reference asks the property owner to write a letter. The closest comparison is the re-roof certification, and it is not the same instrument: that form is signed by a homeowner to certify that an inspection was performed. The generator letter states an intended use.
What it means for a buyer is procedural. The permit file for a generator at a Plano address contains a document signed and dated by a previous owner, sitting in the city's records — and that is not a portal item. Permit history is searchable; the contents of a permit file are a public-information matter under Texas Government Code Chapter 552, with a turnaround nobody in a transaction controls.
This reference draws no conclusion about what the letter obliges anyone to do or what follows from it. The city wrote the requirement; the city is where questions about its effect go.
What a finaled generator permit proves
By Plano standards, unusually much. Six recorded approvals across two state-licensed trades means the gas piping was pressure-tested while it was still visible, the wrap was checked before the pipe went in the ground, the underground conductors were seen in the open trench, and the electrical work reached a meter release. Plano's inspection request form carries the sequencing rule that gives that record its shape: any inspection requested out of sequence may not be honored.
The concealment logic matches the pre-pour inspection on a concrete driveway: the gas wrap and the underground electric exist because both assemblies are about to be buried, and once buried they are outside every system permanently.
What the record does not prove is everything after that. It does not show the unit was sized for the house, that it starts, that it has been exercised or serviced, that the transfer arrangement still works, or anything at all about condition today. Nothing is inspected after the final. And the model code says in three parallel places that a permit, a passed inspection and a certificate are each not to be construed as an approval of a violation. A closed permit records compliance at a moment; it makes no claim about the machine sitting in the side yard now.
What a private inspection sees
A Texas real estate inspection is defined at 22 TAC 535.227(a) as a limited visual survey and basic performance evaluation of the systems and components of a building using normal controls, and expressly not intended to be a comprehensive investigation or exploratory probe to determine the cause or effect of deficiencies. The same subsection states that an inspection does not require specialised equipment such as gas detection equipment, or specialised procedures including any method employing destructive testing.
Several exclusions in 535.227(d) apply directly. An inspector is not required to inspect items other than those listed within these standards of practice, nor anything buried, hidden, latent, or concealed — the underground feeder and the buried gas run in their entirety. Under 535.227(d)(3)(F), the inspector is not required to determine suitability, adequacy, compatibility, capacity, reliability, marketability, or operating costs, nor life expectancy or age, nor compliance with any code, listing, testing or protocol authority.
That specialised testing sits outside a general inspection is visible in the contract as well: the current TREC resale contract treats hydrostatic testing as a separate act requiring the seller's separate written authorisation, at Paragraph 7.A. Whatever a buyer wants verified about a generator's gas connection or its capacity is a separate engagement, scheduled inside the option period at Paragraph 5.B — the provision older articles still call Paragraph 23.
When there is no generator permit
A generator standing in a Plano side yard with nothing in the permit record is a real gap. It means the gas connection was never pressure-tested by anyone accountable to the city, the wrap was never checked, the underground conductors were never seen before backfill, and the electrical work never reached a meter release. Six published hold points, none exercised.
That is not a finding that the installation is dangerous, and the site does not make that claim. It is a finding that the installation was never examined at any of the points the city considers necessary, and that the buried parts cannot be examined now. The evidence is gone, not the work.
Whether a permit exists and when it issued is a portal question. The permit file — drawings, site plan, the owner's letter, the six inspection results — goes through the public-information route under Chapter 552. Plano publishes no retroactive or after-the-fact permit process, so what the city would require to bring an existing installation current is a question for Building Inspections rather than a documented procedure this reference can describe.
